Sacramento Steps Forward leads housing initiatives that provide affordable housing and establish long-term, sustainable solutions for the local community. These efforts—part of our Regionally Coordinated Access Plan and Coordinated Access System—address housing disparities, promote economic mobility, and strengthen neighborhood stability through strategic partnerships and resource coordination. Recent progress includes:
Powell’s Landing: Welcoming Residents Home
Powell’s Landing is now accepting new residents into its 69 studio apartments. These units are designated for clients of Hope Cooperative and El Hogar’s Sacramento Engagement and Wraparound Program (SEWP) who need housing, including those who require behavioral health support.
Sacramento Steps Forward has identified the clients who will be referred to this project, the Sacramento Housing and Redevelopment Agency (SHRA) and The John Stewart Company are now reviewing applications and supporting individuals as they move into permanent housing.
Hope Landing: Senior Housing Progresses
Hope Landing continues to advance its efforts to house individuals aged 55 and older who are experiencing homelessness. So far, 82 residents have moved in. Work is ongoing to lease the remaining 40 units in the 122-unit development.
This supportive housing site is a collaboration between Hope Cooperative, El Hogar’s SEWP, and Adult Protective Services. The project is focused on promoting safety and stability for older adults with high needs. SHRA and The John Stewart Company are currently reviewing applications following the referral process led by Sacramento Steps Forward.
Coming Soon: The Pardes Project in Elk Grove
The Pardes Project will soon open in Elk Grove, offering one- and two-bedroom units for individuals and families who are experiencing or at risk of homelessness. Move-ins are expected to begin on June 6, 2025.
Sacramento Steps Forward has initiated client referrals. On-site services will be provided by Life Skills Training and Educational Programs (LifeSTEPS). SHRA is supplying rental subsidies, and The John Stewart Company will manage the property.
Upcoming Project: Care Campus
Care Campus is a new transitional housing program operated by Lao Family Community Development. It is designed to support people working to exit homelessness by combining housing with case management and employment-focused services.
The program uses a Transitional Housing to Rapid Rehousing (TH-RRH) model. It serves individuals who meet either Category 1 (literally homeless) or Category 4 (fleeing violence) under the U.S. Department of Housing and Urban Development (HUD) definitions. Care Campus offers space for 40 people—20 transition-age youth and 20 adults.
The program includes a career center that connects participants with educational and employment resources. Services include:
- High school diploma programs
- Vocational training
- Apprenticeship exploration
- On-the-job training through five no-cost adult programs
- Employer connections and job placement assistance
As participants move from transitional housing to rapid rehousing, they may access supports through California Advancing and Innovating Medi-Cal (CalAIM), such as initial rent help, care coordination, and local resources that promote long-term housing stability.
General Updates
Sacramento Steps Forward has published new versions of key forms for service providers:
- At Risk of Homelessness Certification Form
- This form now reflects expanded eligibility criteria based on HUD guidance. It includes the following clarification: “Otherwise lives in housing that has characteristics associated with instability and an increased risk of homelessness, as identified in the recipient’s approved consolidated plan.”
- Provider Document Requirements
- A new guide is available to help clarify required client documentation and the definitions of document-ready statuses. This guide is intended to support providers in meeting compliance requirements.
