Frequently Asked Questions

Is this RFP is a renewable contract or possibly multi-year?

This is a non-renewable contract because the grant is from a one-time funding source. While we may be able to secure additional funds in the future, that will be further assessed at the end of 2026, following the pilot program.

Should the budget for this proposal be for 12 months, 15 months to account for the project period July 1, 2025 to September 30, 2026, or 17 months to include the closeout period of October 1 to November 30, 2026?

The budget should be for the entirety of the timeline, beginning with phase one on July 1, 2025 and continuing through November 30, 2026, program closeout.

Does this target of this initiative refer to 150 families per agency, or is it a collective goal across all awarded agencies? And if it is a collective goal, should our RFP propose serving a portion of that total, or the entire thing?

It’s a collective goal shared across all proposals. Applicants can propose a smaller portion.

Does the number "150 families" refer to households or does it include all the members of those families?

The grant seeks to support 150 households/families. The 150 does not refer to the total number of individuals.

What does the 15-page limit include? Does it only include responses to the 18 questions? Does it include the staffing plan, cost proposal budget and conflict of interest statement?

The 15-page limit includes the 18-question response plan, cost proposal, staffing plan, budget, subcontractor letters (if applicable), and conflict of interest statement (if applicable). 

Is a separate cost proposal budget narrative required, or is the narrative description simply part of the cost worksheet?

Yes, a separate cost proposal budget narrative is required in addition to the template provided in Appendix A. 

Is the provider required to be in the lease with the participants?
