Funding Delays and Proposed HUD Staffing Cuts

Challenges facing our homelessness response system remain urgent. FY2024 federal funding for Continuum of Care programs that was awarded in January 2025 has not been distributed to communities and is impacting services and providers. The National Alliance to End Homelessness and the National Low Income Housing Coalition have compiled information, resources, and recommendations to respond to this delay.

Meanwhile, the Trump administration is considering significant staffing cuts at HUD, with reports indicating a potential 50% reduction in personnel. The Office of Community Planning and Development—responsible for key housing and disaster recovery programs—could see the largest losses. According to reports, cuts would make it difficult to distribute federal housing funds, delay affordable housing initiatives, and worsen America’s homelessness crisis.
