CAS Housing Project Overview

This page is intended to keep providers, property management teams, Sacramento Housing and Redevelopment Agency (SHRA) staff, and developers up to date on the current and upcoming housing projects within the Coordinated Access System (CAS).  You can find lease-up documents, housing applications, project status updates, referral procedures, and more. 

Current CAS Housing Projects

Location: 2314 Northview Drive, Sacramento, CA 95833

Units: 66 studio apartments

Features: Furnished with a bed, mattress, table, 2 chairs, window coverings, dresser, refrigerator, oven/range, and garbage disposal. A microwave and TV will also be provided as part of the welcome gift. These items are for residents to keep, though they are not maintained by the property.

Eligibility: Single individuals and couples with an Adjusted Gross Income (AGI) of 15-30% (e.g., 1 person – $22,550, 2 persons – $25,750) 

Tentative Move-In Date: October

Type: Permanent Housing

Services Provided By: Hope Cooperative

Requirements: Permanent Housing Documents (PH Doc Ready), including a valid ID, Social Security Card, and Homeless Certification (valid for 90 days). Note that 290s are not eligible.

Location: 39th and Broadway, Sacramento

Units: 12 studio and 1-bedroom apartments

Features: Unfurnished

Eligibility: Seniors (62+) and individuals experiencing chronic homelessness with an Adjusted Gross Income (AGI) of 15-30% (e.g., 1 person – $24,750, 2 persons – $28,300)

Tentative Move-In Dates: December

Type: Permanent Supportive Housing

Services Provided By: Hope Cooperative

Requirements: Permanent Supportive Housing Documents (PSH Doc Ready) including a valid ID, Social Security Card, Disability Certification, Chronicity Certification (12 months or more of verified homelessness), and Homeless Certification (valid for 90 days). Note that 290s and full-time students are not eligible.

Location: 25 Howe Avenue, Sacramento, CA 95826

Units: 39 Studio apartments

Features: Furnished

Eligibility: Literally Homeless or Fleeing Domestic Violence, Adjusted Gross Income can’t exceed (AMI) of 30% (e.g., 1 person – $24,750 2 persons – $28,300)

Tentative Move-In Dates: February- March 2025

Type: Permanent Housing with Services

Services Provided By: Hope Cooperative

Requirements: Permanent Housing Documents (PH Doc Ready) including a valid ID, Social Security Card, Disability Certification, and Homeless Certification (valid for 90 days). Note that 290s and full-time students are not eligible. 

Location: 1413 Howe Avenue, Sacramento, CA 95826

Units: 45 studio apartments and 32 one-bedroom apartments

Features: Furnished

Eligibility: Seniors (55+) and individuals experiencing literal homelessness with an Adjusted Gross Income (AMI) of 30% (e.g., 1 person – $24,750 2 persons – $28,300)

Tentative Move-In Dates: March 2025

Type: Permanent Housing with Services

Services Provided By: Hope Cooperative

Requirements: Permanent Housing Documents (PH Doc Ready), including a valid ID, Social Security Card, and Homeless Certification (valid for 90 days). Note that 290s and full-time students are not eligible. 

Upcoming CAS Housing Projects

Location: 8335 Tarak Drive, Elk Grove, CA 95757

Units: 4 one-bedroom and 4 two-bedroom apartments

Features: Unfurnished

Eligibility: Homeless and At-Risk of Homelessness Single and Families. Adjusted Gross Income (AGI) of 30% (e.g., 1 person $27,050, 2 people $30,900, 3 people $34,750, 4 people $38,600)

Tentative Move-in dates: June 6, 2025

Type: Permanent Housing with Services

Services Provided by: LifeSTEPS

Requirements:

  1. Housing Conversation Tool
  2. Permanent Housing (PH) Document Readiness
    • Valid ID
    • Social Security Card
    • Homeless Certification (valid for 90 days) or At Risk of Homelessness Certification
    • If minors are in the household, upload their social security cards and birth certificates in their profile

Location: Scattered Site

Units: 40 openings (20 for Transitional Age Youth, 20 for general)

Features: Shared housing in privately rented apartments/houses.

Eligibility: Literally Homeless or Fleeing Domestic Violence, Singles only.

Type: Transitional Housing to Rapid Rehousing

Services Provided by: Lao Family Community Development

Requirements:

    • Homeless Certification (valid for 90 days) or At Risk of Homelessness Certification
