CAS Housing Project Updates: March 2025

Sacramento Steps Forward leads housing initiatives that provide affordable housing and establish long-term, sustainable solutions for the local community. These efforts—part of our Regionally Coordinated Access Plan and Coordinated Access System—address housing disparities, promote economic mobility, and strengthen neighborhood stability through strategic partnerships and resource coordination. Recent progress includes:

  • Powell’s Landing: Tentative Move-in date 3/10/2025
    • Powell’s Landing, featuring 69 studio apartments, serves a vital lifeline to individuals experiencing homelessness, with units allocated for Hope Cooperative and El Hogar SEWP. In collaboration with these organizations, the property offers more than just housing—it provides a comprehensive approach to care, including dedicated units for those requiring behavioral health services. With SSF’s referral process now complete, SHRA and the John Stewart Company are diligently processing applications, bringing these individuals closer to the stability and support they urgently need.
  • Hope Landing: Tentative Move-in date 3/18/2025
    • Hope Landing, a dedicated housing community for seniors aged 55 and older experiencing homelessness, offers 122 units in partnership with Hope Cooperative, El Hogar SEWP, and Adult Protective Services. This initiative is vital in providing stability and support to a vulnerable population. With SSF’s referral process now complete, SHRA and the John Stewart Company are carefully reviewing applications, taking a significant step toward securing permanent homes for those in need.

New RRH programs joined the Sacramento CoC

The Disabilities Benefits Advocacy Program (Also known as the Housing Disability Advocacy Program)

The Disabilities Benefits Advocacy Program launched in December of 2024 and is currently accepting referrals from the Sacramento CAS Team. The program is designed to provide critical support for individuals who are experiencing chronic homelessness, particularly those with disabilities or who are 65 years or older.

Eligibility Criteria
To qualify for the program, individuals must meet the following criteria:

  • Be 18 years or older
  • Have chronic homelessness status
  • Have a disability and/or be 65 years or older
  • Do not have a pending or approved SSI/SSDI application
  • Do not have an authorized representative assisting them with the SSI/SSDI application process

Comprehensive Services for Participants
The program offers a range of vital services to support participants in stabilizing their lives:

  • Disability Benefits Advocacy: Helping individuals navigate the complex process of applying for disability benefits.
  • Housing Assistance: Offering support in securing stable housing.
  • Case Management: Providing personalized case management to address each participant’s unique needs.
  • Program Outreach: Ensuring those in need are aware of and connected to available services.

Referral Process
Referrals for the program can be made by:

  1. Completing the Housing Coordination Tool (HCT),
  2. Adding the client to the Community Queue, and
  3. Sending inquiries to referrals@sacstepsforward.org.

This program reflects the commitment to helping individuals who have historically faced barriers to accessing housing and services, offering them a pathway toward stability and self-sufficiency.

Housing for Healthy California with Sustainable Wellness Solutions

The Housing for Healthy California with Sustainable Wellness Solutions is now available to assist individuals and families in securing stable housing through comprehensive case management and housing support services.

The program offers a range of services designed to help participants navigate the challenges of housing, including:

  • Case Management Services
    Personalized case management tailored to each individual’s needs, providing guidance and support throughout the housing process.
  • Housing Support and Placement
    Assistance with securing housing, including support for temporary rental subsidies, rental applications, security deposits, and moving assistance.
  • Mediation and Advocacy
    Helping clients manage and improve landlord-tenant relationships through mediation and advocacy, ensuring a smoother transition into stable housing.

Eligibility

  • Homeless or Chronic Homelessness Status: Individuals experiencing homelessness or classified as chronically homeless.
  • High-Cost Health Utilizer: Within the past year, participants must meet one of the following criteria:
    a. Three (3) emergency department visits
    b. One (1) hospital inpatient stay
  • Medi-Cal Beneficiaries: Participants must be current Medi-Cal beneficiaries or eligible for Medi-Cal through the Department of Health Care Services (DHCS).
  • Income: Income at or below thirty (30) percent of the Area Median Income (AMI).

Referral Process
To make a referral to the program:

  1. Complete the Housing Coordination Tool (HCT),
  2. Add the individual to the Community Queue
  3. Send inquiries to referrals@sacstepsforward.org.

This new initiative is a valuable resource for those struggling to find stable housing and navigate the complexities of the rental system. It ensures that more individuals have access to the support they need to secure permanent homes.
