Introduction

The Sacramento Community System Performance Measures (CSPM) report provides a comprehensive analysis of key performance indicators (KPIs) adopted within the Sacramento Community Standards. The standards serve as a basis for ensuring all publicly funded programs for people who are at risk of or experiencing homelessness are offered in a consistent manner, in line with federal, state, and local funding requirements and evidence-based approaches to providing equitable, effective, and efficient assistance. These KPIs represent the most important measures used to determine program performance relative to program use, cost, and successful outcomes.

By examining data aggregated from the Homeless Management Information System (HMIS), this report aims to support informed decision-making, strategic planning, and resource allocation to enhance the overall impact and performance of the community’s effort in addressing homelessness. This document also includes methodologies, definitions, and data considerations to ensure transparency and clarity in the reporting and interpretation of the performance measures.

Relevant Program Types

The KPIs presented in this report are currently relevant to the following program types:

  • Emergency Shelter (ES)
  • Homelessness Prevention (HP)
  • Permanent Supportive Housing (PSH)
  • Rapid Rehousing (RRH)
  • Street Outreach (SO)
  • Transitional Housing (TH)

Reporting Period

This report is generated on a quarterly basis to provide timely and actionable insights into program performance. The current report covers the first quarter (Q1) of the year, providing an overview of activities and outcomes from January to March 2024.

Methodology

Overview

This section defines each of the KPIs and shares the methodology used to calculate them.

  • Definition: Provides a clear and concise explanation of each KPI.

  • Project(s): Identifies the specific program or program type that the KPI applies to.

  • Performance Target(s): Specifies the goals or benchmarks set for each KPI.

  • Methodology: Describes the process and technique used to collect, analyze, and report the KPI.

  • Data Considerations: Highlights important factors, limitations, and assumptions related to the data.

KPIs

Average Engagement Time (# days):

  • Definition: The average number of days between referral to rapid re-housing and engagement in the program as measured from referral to entry into a rapid re-housing program type.

  • Project(s): RRH

  • Performance Target(s): TBD

  • Methodology: Calculates the average duration of engagement by program, first determining the number of days between the start and reassignment dates for each referral with non-null dates. It then averages these duration for all valid referrals by program. Measure applies only to households that had an start date in a RRH project within the reporting period.

  • Data Considerations:

    • Calculation only considers enrollments that contain a referral reassignment date and program start date.

    • Deceased households are not included in this calculation.

    • For length of time measures, any negative values have been removed as they typically indicate data quality issues.

Average Length of Participation (# days):

  • Definition: The average number of days that a household received services as measured from the point of entry to the exit date from the program.

  • Project(s): SO, HP, RRH, PSH

  • Performance Target(s): SO & HP <= 90 days; RRH & PSH = TBD

  • Methodology: Calculates the average length of participation in days by program during the reporting period, defined by program start and end date.

  • Data Considerations:

    • Deceased households are not included in this calculation.

    • For length of time measures, any negative values have been removed as they typically indicate data quality issues.

Average Length of Stay (LOS)(# days):

  • Definition: The average cumulative number of days households receive shelter as measured from shelter start to exit.

  • Project(s): TH & ES

  • Performance Target(s): TBD

  • Methodology: Calculates the average length of participation in days for each household during the reporting period, defined by program start and end date.

  • Data Considerations:

    • Deceased households are not included in this calculation.

    • For length of time measures, any negative values have been removed as they typically indicate data quality issues.

Average Length of Time to Housing Move-in (# days):

  • Definition: The average cumulative number of days households receive shelter as measured from shelter start to exit.

  • Project(s): RRH

  • Performance Target(s): TBD

  • Methodology: Calculates the average number of days from program start to the move-in date by household during the reporting period.

  • Data Considerations:

    • Deceased households are not included in this calculation.

    • For length of time measures, any negative values have been removed as they typically indicate data quality issues.

Households Served (#):

  • Definition: The number of distinct households served by the program (includes new and carry-over) during the reporting period.

  • Project(s): All

  • Performance Target(s): N/A

  • Methodology: Calculates the number of distinct households served, which includes both new and existing (carry-over) households, during the reporting period.

  • Data Considerations: N/A

Increase in Employment Income (#):

  • Definition: The percentage of clients who increase income from employment from start to end of reporting period.

  • Project(s): TH, RRH, PSH

  • Performance Target(s): TBD

  • Methodology: The number of clients exited during the reporting period who had an increase in their employment income amount within the reporting period by the total number of clients exited during the reporting period. Income sources include only employment income.

  • Data Considerations:

    • Deceased households are not included in this calculation.

Increase in Non-Employment Cash Income (#):

  • Definition: The percentage of clients who increase income from sources other than employment within the reporting period.

  • Project(s): TH, RRH, PSH

  • Performance Target(s): TBD

  • Methodology: The number of clients exited during the reporting period who had an increase in their total income amount within the reporting period, divided by the total number of clients exited during the reporting period.

  • Data Considerations:

    • Deceased households are not included in this calculation.

Negative Exits (%):

  • Definition: The percentage of households that exit a program to a non-positive exit destination.

  • Project(s): PSH, TH, & ES

  • Performance Target(s): NA

  • Methodology: The number of exited households during the reporting period who exited a program to a non-positive exit destination based on the program type.

  • Data Considerations:

    • Deceased households are not included in this calculation.

New Households Served (#):

  • Definition: The number of distinct households that entered the program during the reporting period.

  • Project(s): RRH, HP, PSH, SO

  • Performance Target(s): N/A

  • Methodology: Calculates the number of new households served by a program during the reporting period. A ‘new household’ is defined as one that has a start date within the reporting period.

  • Data Considerations: N/A

Successful Housing Outcomes (%):

  • Definitions: The number of distinct households that exit a program during the reporting period to a positive housing destination. Positive housing destinations are those that result in stable, permanent housing or an improvement in the living situation, as defined by the Destination Classifications table.

  • Project(s): SO, HP, RRH, PSH, TH, & ES

  • Annual performance target: N/A

  • Reporting methodology: Calculates the success rate for each program by dividing the number of positive housing exits by the total number of exits during the reporting period.

  • Data Considerations:

    • Deceased households are not included in this calculation.

Successful Outcomes (%):

  • Definitions: The number of distinct households that exit during the reporting period to positive exit destinations based on program type. Positive exit destinations are classified based on program type and are detailed in the Destination Classifications table.

  • Project(s): SO, HP, RRH, PSH, TH, & ES

  • Annual performance target: N/A

  • Reporting methodology: Calculates the success rate for each program by dividing the number of positive exits by the total number of exits during the reporting period.

  • Data Considerations:

    • Deceased households are not included in this calculation.

Utilization (occupancy) Rate (%):

  • Definitions: The percentage of unit nights occupied during the reporting period.

  • Project(s): PSH, TH, & ES

  • Performance Target(s): NA

  • Methodology: Calculates the unit utilization rates for each program within the reporting period. Calculated as the number of household nights divided by the total number of unit nights.

  • Data Considerations: N/A
