Award Details
On January 17, 2025, the U.S. Department of Housing and Urban Development (HUD) announced the Fiscal Year (FY) 2024 Continuum of Care (CoC) Program awards for the 2025–2026 operating year. The Sacramento CoC received $40,485,239—an increase of approximately $7 million from FY 2023. This includes new funding, cost-of-living adjustments, and fair market rent increases for local programs helping those experiencing or at risk of homelessness.
This funding will support ongoing program and planning work within the Homeless Management Information System, Coordinated Entry, Survivor Coordinated Entry, and Planning Grant. Additionally, as part of both new and renewed funding, it will support the following housing for the Sacramento region:
- 2,281 Permanent Supportive Housing beds (1,427 dedicated units) funded.
- 133 Rapid Re-Housing (RRH) beds (84 dedicated units) funded.
- 136 Transitional Housing–Rapid Re-Housing (TH-RRH) beds (78 dedicated units) funded.

New Programs Funded
Sacramento Steps Forward is proud to announce that the Sacramento CoC received approximately $2.7 million in new Bonus funding. These funds will support:
- Step Up on Second Sacramento: A new Permanent Supportive Housing (PSH) program with 110 beds across 50 units.
- 440 Arden Way: A new PSH project with 47 beds across 31 units.
Renewed Programs
The primary function of the funding awarded is to allow existing programs to continue serving our community. These programs actively serve thousands of individuals and families among our Sacramento neighbors.
These programs are divided into tiers based on likelihood of being funded (as based on the Annual Renewal Demand set by HUD), with Tier 1 being most likely to be funded. Youth Homelessness Demonstration Program (YHDP) are evaluated separately.
Tier 1: 28 of 28 renewal projects received full funding.
Tier 2: 1 of 4 renewal project received full funding.
YHDP: 5 of 7 renewal projects received full funding and 2 projects were granted extensions.
What's Next?
HUD will begin processing grant agreements for renewals and new awards in the coming months, ensuring no gaps in services for renewed programs.
