On Monday, February 10, a federal judge ruled in favor of 22 states, ordering the Trump-Vance Administration to comply with a previous court order prohibiting the freeze of federal funds. The ruling came after the states filed a motion on Friday, February 7, 2025, accusing the administration of ignoring the Temporary Restraining Order (TRO) issued on January 29, 2025. The U.S. Department of Justice filed its opposition to the motion on Sunday, February 9, 2025, arguing that the administration was justified in its actions.
Chief Judge John J. McConnell Jr. of the U.S. District Court of Rhode Island stated that the order clearly forbids pauses or freezes on federal funds based on the Office of Management and Budget (OMB) directive or the President’s executive orders. He found that the administration had continued to improperly withhold funds despite knowing the order’s requirements.
